COO DITLO Ready Reckoner

You Own the Outcome — This Is How Your Role Creates Value

As the COO, your effectiveness is not measured by plans, systems, or reports. It is measured by what actually happens across the operating system, every day and over time.

This ready reckoner translates your role into strategic leadership, disciplined governance, and evidence-based decision making across the asset management system. It ensures that strategy becomes action, risk is actively governed, and value is consistently delivered to stakeholders through operating discipline, reliability stewardship, and organisational capability.

Your operating rhythm is the control architecture of the organisation. When it is strong, assets perform, constraints are removed at the root cause, lifecycle decisions strengthen long-term value, and people are aligned to enterprise priorities. When it is weak, performance drifts, risks accumulate, governance fragments, and value is lost.

Because your role is not to manage activity. It is to ensure that the system delivers value, every day, every month, and across the planning horizon.

Strategic role criteria

The COO’s strategic windows

Window 1 · Enterprise Insight & Strategic Assurance

Understand value at risk and align the organisation to strategic intent.

  • Conduct a value-at-risk insight review using Tier-1 KPIs through long-term value, not daily variance.
  • Lead a strategic assurance forum anchored in governance, decision making, lifecycle delivery, assurance, and value realisation.
  • Shape CEO and Board-ready insights that convert operational facts into strategic meaning.

Window 2 · Systemic Constraint Leadership & Capability

Remove structural barriers and build long-term organisational capability.

  • Address structural constraints in planning, materials resilience, decision rights, and recurring losses.
  • Lead reliability strategy stewardship so RCM insights, CBM/PdM maturity, and failure mode learning influence portfolio decisions.
  • Host reliability strategy dialogue focused on long-term risk, capability gaps, and strategic mitigations.

Window 3 · Governance, Foresight & Organisational Learning

Strengthen governance maturity and shape the future state of the organisation.

  • Conduct governance maturity review across MoC, assurance findings, and ISO 55001 alignment.
  • Lead strategic foresight across the 72-hour horizon, the 12-month planning horizon, and the 5-year asset strategy horizon.
  • Drive leadership and culture development through communities of practice, change leadership, and learning discipline.
