You Protect the Critical Path — Safe Delivery, Scope Discipline, and Shutdown Value Start With You
As Shutdown Manager, your role is not to coordinate outage activity in isolation. It is to ensure shutdowns and turnarounds are delivered safely, on time, on budget, and to scope, while protecting the critical path, controlling risk, and aligning engineering, maintenance, operations, and projects.
This ready reckoner reframes your role from shutdown coordinator to critical path guardian, scope, cost, schedule and risk custodian, contractor and workforce orchestrator, execution commander, and value realisation leader.
When your operating rhythm is strong, work packs are complete, materials are staged, contractors are ready, critical path is protected, and post shutdown value is realised. When it is weak, scope creep, delays, safety exposure, and poor handover erode value and compromise reliability uplift.
Your role is to ensure shutdown intent becomes safe, predictable, disciplined execution and verified post event value.
Strategic role criteria
The Shutdown Manager operating windows
Window 1 · Daily Execution, Safety & Critical Path Control
Ensure safe, stable, predictable shutdown execution and protect the critical path.
Interpret shutdown risk signals through safety risks, critical path threats, contractor performance risks, and scope creep.
Identify emerging risks and escalate early to GM AM, Maintenance Manager, Engineering Manager, and Project Manager.
Lead daily shutdown coordination meetings, review critical path progress, near critical activities, contractor readiness, permit and access requirements, materials and equipment availability, safety interactions, and field observations.
Window 2 · Scope, Work Packs, Materials, Contractors & Readiness
Drive disciplined shutdown preparation and ensure readiness before execution.
Validate alignment of shutdown scope with asset strategy and support readiness index development.
Manage shutdown scope freeze, review and approve work packs, validate materials readiness and staging, and manage contractor mobilisation and performance.
Coordinate with planning, scheduling, engineering, and operations to ensure work fronts are sequenced and resourced.
Window 3 · Governance, Assurance, Commissioning & Post Shutdown Value
Ensure shutdown governance, quality, and successful commissioning and value realisation.
Support shutdown governance and stage gate reviews and ensure alignment with ISO 55001 lifecycle delivery principles.
Conduct quality inspections and assurance checks, manage commissioning readiness and execution, and coordinate testing, verification, and handover.
Lead post shutdown review and lessons learned and validate value realisation through reliability uplift, cost avoidance, and throughput gains.

Activity and evidence tracker
Use this tracker to rate how strongly each Shutdown Manager criterion is evidenced in practice. Select a level from 0 to 5 for each criterion based on what can be seen, verified, and confirmed through shutdown safety, critical path control, readiness, scope freeze, materials staging, contractor performance, commissioning quality, and post shutdown value realisation. The bar shows the current evidence strength. This is not a maturity score. It is a practical assurance check on whether the Shutdown Manager operating rhythm is functioning across its 20 percent strategic and 80 percent operational tactical span.
